on eXR it looks like more than 1 console is needed (existing console is host console, XR vm uses second/VGA console)
The primary Cisco IOS XR console will NOT start in this terminal. Please use the VGA port for configuring Cisco IOS XR.
It looks like I need to set up user account on first bootup, but I don't have the second console to do it.
