unable to telnet IOL

Hello,
i've installed EVE for first time and updated it, then imported IOL images and it works but i'm unable to telnet any device in the lab . i don;t have the option to choose which app i can use telnet any IOL device ( Router or Switch).
i installed client package and tried everything i know till now. ( IE , Chrome and Firefox) i tried to telnet by browser ( telnet://ip address: port ) , incognito browsing nothing work. disabled Antivirus. and it didn't work!
my environment :
windows 7 SP1, VMware work station 12.
