Cisco ASAv and Cisco CSR1000 stuck in OSPF INIT STATE

I am not able to establish OSPF neighbors with an ASAv version 9.9(2)32 and CSR1000 version 16.12.2s. I have tried other versions of both devices.

* It is not a connectivity issue because there is ICMP reachability between the ASAv & router
* I am able to establish OSPF neighbors between (2) CSR1000s
* I am able to establish OSPF neighbors between the ASAv and a vios router or IOL router
* I am able to establish EIGRP neighbors between the ASAv and the CSR1000

Any assistance would be greatly appreciated...

template for csr 16 should be csr1000vng- otherwise csr1000v-

I recommend use newer ASAv
I used ASAv 19.9-1
CSR 16.12.4
