My company has restrict security policy and not allow my lab EVE-NG access internet.
Any one has the step-by-step process to upgrade EVE-NG off line?

no way, eve upgrade happens only online,
We have complex upgrade together with linux, so it not possible bring just newest packs offline.
One idea only if you can export your eve OVA bring out and then upgrade.
Offline packs we do not offering...
