WinSCP Issues

I am having issues on my new desktop (i9 9900 + 64GBRAM). When I try to copy images from Downloads folder to opt folders, I get 20KBps of speed when when no labs are running.
Not sure if anyone else has run into this. Any help appreciated.
Checked the following :
File transfers between the drives on Windows and I get good speeds.
Used FileZilla, the issue remains same
Any thoughts and ideas are appreciated.
