Palo alto 9 cannot work at eve-ng ESXi6.7

Hi Palo Alto 8( and 9) installed at eve-ng which is sitting at ESXi cannot work(it is stuck there after it starts). and then I installed Palo alto at vmware workstation(Palot alto installed at eve-ng which is sitting at vmware workstation). It can work well. so I migrate it from the vmware work station to ESXi. After the Palo alto starts, it keeps booting. Please see the below error message.
Is there any solutions? Thank you

It works,
the issue above is wrongly created image of Palo for EVE

EVE below is running on ESXi 6.7
