I want to buy an eve license but I have a question, with the 2 options in the picture, how many users can connect at the same time? how many users can work labs created by them at the same time?

this license provides 3 Admins, so all 3 can work at the same time, but all 3 limited by your server resources. You should use our Resource Calculator
https://www.eve-ng.net/index.php/download/#CALC
to get an idea on how many cores and ram you need per lab.
